United States: National Do Not Call Registry
While the DNC list is not growing at the same rate as when it first launched in 2003, more and more people are signing up every day. At the end of 2010, the FCC report estimates approximately 672 million phone numbers are assigned to a person or company. The FTC also estimates that over 183 million numbers were on the National Do Not Call list by 2010. From these numbers, it is estimated that over 25% of the assigned phone numbers in the US are signed up for the National Registry. A report by the Bush Administration in 2007 estimates that up to 72% of Americans had registered on the list. During the same period, the CTIA estimates approximately 303 million of those phone numbers were wireless meaning that approximately 45% of issued numbers are wireless. While wireless numbers do not need to be included on the registry to avoid unsolicited calls, consumers may still add their wireless number to the list. FCC regulations prohibit the use of automatic dialers from calling cellular numbes under any circumstance. Learn more about the Do Not Call list including how to sign up. Since 2005, any number added to the Natiional Registry will remain unless the number becomes invalid, disconnected, reassigned, or the owner of the number requests removal.
Popularity by State
The map below shows the number of registrations on the DNC list per 100k residents as of Sept 2016.
Recorded Messages: The Rise of the Robocall
While the growth of new registrations has slowed, the number of complaints filed is growing every year. Over 5 million complaints were filed with the FTC in 2016 - more than ever before.
On September 1, 2009, the National Registry began accepting all complaints regarding calls using a recorded message, regardless of the registration status of the called number. As you can see from the graphs below, a great deal of those complaints were filed against auto-dialed calls that play a recorded message (aka. robocalls). While around 43% of complaints reported in 2010 were due to robocalls, that percentage skyrocketed over the next few years to 64% in 2016.

* Stats are only available prior to Oct 2016. The remainder of the year is estimated.
The DNC list will not stop all unsolicited calls. The following types of calls are still legal.
- The registry applies to residential lines only (no business lines can be registered)
- Calls from political organizations
- Calls from non-profits
- Calls for surveys
- Calls from companies which the consumer contacted in the past 31 days unless the company is asked not to call
- Calls from debt collectors
Canada: National Do Not Call List
The Canadian Do Not Call list has been administered by the Canadian Radio-television and Telecommunications Commission (CRTC) since 2006. Like the DNC list in the US, phone numbers do not need to be resubmitted, but there are exemptions for some unsolicited calls like charities, political organizations, pollsters, and businesses with a prior relationship just like in the US. In addition to registering with the national list, Canadians are encouraged to request to be added to each internal company's list of numbers not to call each time they receive an unwanted call. United Kingdom: Telephone Preference Service (TPS)
The TPS was introduced in 2009 and revised in 2003. It is regulated by the Office of Communications (Ofcomm), enforced by the Information Commissioner's Office (ICO), and run by the Direct Marketing Association (DMA). Like the Do Not Call lists of the US and Canada, resubmitting or renewing a number already on the list is not necessary. Unlike other countries, the TPS prohibits charities, voluntary organizations, and political parties from making calls to numbers on the TPS with prior consent to do so. However, exceptions do exist for debt collectors. They are not required to screen the numbers that they call through the TPS. Learn more about the Telephone Preference Service including how to sign up.
The exact same thing happened to me. I listed an antique bed for sale. Got a response from "Marcus" saying he was on a job out of town, but wanted to send me a check and "have his movers pick it up." Then he wanted my "full name and address" so he could send the check tomorrow.
Caller name: Officer Garbled Name/United States Treasury
I did not answer the phone, so I got the computer generated voicemail some of the message was garbled Officer Garbled Name United States Treasury has a warrant for my arrest & I need to have my attorney call them so they don't have to follow through with this warrant. Do not ignore this call or we will have to send this warrant out to have you arrested. BTW at no time did they ever state my name. 1st sign this was a scam call for me. I doubt that the Sheriff in Virgina was coming to arrest me where I live. But our USAttrny General Sessions needs to do something about these calls, & stop them. Some ignorant people might think this is an official call & fall for this fraudulent scam. Call the FCC & report. Call the USAttyGen. office & report. Somehow our phone numbers & limited personal information is on a list & they have it. I'm on a donotcall list on all my phones & Im still getting calls. How are they able to call from a disconnected number. I got a call from Greece one time trying to sell me a security system.
Caller name: Fund Raiser for Police
The individual who made this call attempting to collect funds for police, hung up on me after I told him I was having problems paying for the cremation of my father who died on April 13th.
Caller name: Merchant
This is a scam. I don't have an account. I don't take credit cards. I don't even, nor have ever, taken any forms of payment. I only filed for a business license EIN in my state. This is how they get your number.
They have left various messages stating my "account" is in jeopardy and that this is "mandatory". I haven't even opened a merchant accout yet. This is a SCAM! BEWARE!!
Caller name: CBV Collections Inc.
Not only are the callers with a east Indian accent which of course is normally scammers, when I speak with them they say I owe money to MTS. I have never had MTS service.
I keep records on my home phone service and the company which is a legal service keeps records of them calling and they call more than 3 times per day, never leaving a message.
They ask to confirm my date of birth which of course I never give personal information over the phone to someone I don't know. If they are calling me then they should know if they are calling the right person or not.
Please to all people make sure you file complaints with the Better Business Bureau so they may deal with the way these people talk to others, it is so unprofessional.
Caller name: Unknown Name
4/29/2017 @ 11:32 AM, this number 314-720-4331 (UNKNOWN NAME) called. Did not answer since didn't recognize the number & let answering machine take it. They left no message. Blogs on internet indicate it's a political call asking people to call Senator McCaskill's office to ask her to vote for confirmation of Judge Gorsuch! Internet search indicates call came out of Creve Coeur, MO. BTW Gorsuch's confirmation has already been completed, so why the phone call today?
Caller name: Calling as a rep for Windows
They called 7 times yesterday and I picked up with my sweet voice....Then I got ugly told them they were evil and karma was going to be coming there way because they were taking advantage of innocent people. Today they have called me 11 times and there was no one there.
Caller name: Research company
Called my cell phone asking to speak to my daughter who lives in another state but doesn't listen when I say I am not her and she's not at this number. Wants to do a short survey but won't say how many questions is short. 'I'm making dinner' caller states he wouldn't turn down an invitation. Blocked call. Next day same area code called. I did not pick up and blocked that number as well.
The owner of this phone number (claimed his name was Marcus) responded to my craigslist ad about my trailer for sale. He gave a suspicious story about living out of the city, and told me to give him my full name and address so he could send a check for the purchase of the trailer, after which movers would be sent to pick it up. He asked no questions about the trailer, had no interest in seeing more pictures, or learning anything but my personal information.
I asked if the movers could bring cash. He said the movers cannot cash checks, and then he DEMANDED (he did not ask, but actually demanded) that I give him my full name and address so that he could send the check. I told him that I had no interest in giving my personal information to a stranger who orders me to give out such information, and that I would forward HIS information to the police. He responded, "what ever," and then called me "n***a." This is clearly a scammer. BEWARE!

This number called me claiming from airtel telecom by names of musimenta Simon,

Caller name: Robocall spam IRS
Robocall claiming to be IRS threatening an arrest warrant saying your being watched lol. (Like who isn't) telling you to call back the number. When you do you get someone in India in a telemarketing office with lots of noise in back ground. When asking for the supervisor they eventually just hang up on you. SUPER SPAM SCAM . Tell the older people so they are not scammed.
District of Columbia
Caller name: Don't know
This appears on my caller I D as Scam Likely. They call at least 3x a day. I block the numbers as they are all different. I am now going to get the FBI involved to see where this scam is originating from. My guess is it's from one of my previous employees as this never happened until I left the company. It was/is not a reputable place to work as the owners are con artists with rotten black teeth and the supervisor appears to have had a meth problem at some point but is now a raging alcoholic. Not a good mix of authority!
This person called me and told me someone was trying to hack my computer. He said he was for Microsoft and representing the federal government. I told him I was not interested and I hung up the phone. He called me back four or five times and the last time I did not answer the phone. He was obviously trying to get into my computer to get my personal information. Please do something about this. He never gave me his name. Thank you.

This company keeps calling me. The caller identifies herself as Emily. They say I have qualified for a 3 day stay in Orlando Florida at a resort. I have found a way to stop all nuisance calls---if I see a repeat call on my phone and have found it to be a nuisance caller, I hit answer and blow an extremely loud, high pitched whistle...I haven't seen a repeater call a third time...start fighting back!!! Their job is to wear you down...negative or positive, they get paid by the call...I have been supervising legitimate, inbound call centers for 23 years..it is these callers that have no regard for anyone but their bank account that give us a bad name

190-947-4856 a spoofed phone number. Scammer trying to to get to your computer by saying they are from Windows Department or something similar and they discovered your computer has been infected with a bad virus. Easy to spot, they all have a very bad indian or pakistanese english accent.
I let them talk for a while and when I say that my computer has no Windows but run Ubuntu or Linux they hang up very quickly.
Very important: when answering, if the caller ask you by your name never answer with a "yes" in any language. They may use your own "voice print" to activate charge acceptance options on some pay-phone long distance services that can be charged to your credit card or your telephone bill. Happened to me once and it was not easy to get Bell to cancel the charges.
This guy sent me a message to buy my lens I advertised on Kijiji just a few hours ago. This was the second message of this kind I received tonight so I cut him short so I don't have his long story on how I will make money with him. My ad was sent in Quebec province and in french, so there is no way he was serious with an area code of 602. Please, try to get rid of these scammer. Many thanks !
I'm living in Trois-Rivieres, Canada, I just put an ad 3 hours ago for a Nikon lens at 200$cd. This guy sent me a message paying for the 200$ plus a 150$ postage fee to send it oversea supposedly for his son's birthday. He was insisting to have my paypal account number. I told him I did'nt buy his story and turned him down. For shure, this guy is a con artist.
I am on a do not call list and this phone number called me on 4/28/2017. They didn't say who they were, what they wanted or anything. They said my name and my husband said no this is her husband. They didn't say anything else so my husband hung up.
Woman called me and asked for someone besides me. I told her she had the wrong number. She said, "Well maybe you can help me." and then launched into a sales pitch to send me information to solicit a donation for cancer research. Interesting tactic to avoid saying she did not call my do-not-call-listed number on purpose.
