United States: National Do Not Call Registry
While the DNC list is not growing at the same rate as when it first launched in 2003, more and more people are signing up every day. At the end of 2010, the FCC report estimates approximately 672 million phone numbers are assigned to a person or company. The FTC also estimates that over 183 million numbers were on the National Do Not Call list by 2010. From these numbers, it is estimated that over 25% of the assigned phone numbers in the US are signed up for the National Registry. A report by the Bush Administration in 2007 estimates that up to 72% of Americans had registered on the list. During the same period, the CTIA estimates approximately 303 million of those phone numbers were wireless meaning that approximately 45% of issued numbers are wireless. While wireless numbers do not need to be included on the registry to avoid unsolicited calls, consumers may still add their wireless number to the list. FCC regulations prohibit the use of automatic dialers from calling cellular numbes under any circumstance. Learn more about the Do Not Call list including how to sign up. Since 2005, any number added to the Natiional Registry will remain unless the number becomes invalid, disconnected, reassigned, or the owner of the number requests removal.
Popularity by State
The map below shows the number of registrations on the DNC list per 100k residents as of Sept 2016.
Recorded Messages: The Rise of the Robocall
While the growth of new registrations has slowed, the number of complaints filed is growing every year. Over 5 million complaints were filed with the FTC in 2016 - more than ever before.
On September 1, 2009, the National Registry began accepting all complaints regarding calls using a recorded message, regardless of the registration status of the called number. As you can see from the graphs below, a great deal of those complaints were filed against auto-dialed calls that play a recorded message (aka. robocalls). While around 43% of complaints reported in 2010 were due to robocalls, that percentage skyrocketed over the next few years to 64% in 2016.

* Stats are only available prior to Oct 2016. The remainder of the year is estimated.
The DNC list will not stop all unsolicited calls. The following types of calls are still legal.
- The registry applies to residential lines only (no business lines can be registered)
- Calls from political organizations
- Calls from non-profits
- Calls for surveys
- Calls from companies which the consumer contacted in the past 31 days unless the company is asked not to call
- Calls from debt collectors
Canada: National Do Not Call List
The Canadian Do Not Call list has been administered by the Canadian Radio-television and Telecommunications Commission (CRTC) since 2006. Like the DNC list in the US, phone numbers do not need to be resubmitted, but there are exemptions for some unsolicited calls like charities, political organizations, pollsters, and businesses with a prior relationship just like in the US. In addition to registering with the national list, Canadians are encouraged to request to be added to each internal company's list of numbers not to call each time they receive an unwanted call. United Kingdom: Telephone Preference Service (TPS)
The TPS was introduced in 2009 and revised in 2003. It is regulated by the Office of Communications (Ofcomm), enforced by the Information Commissioner's Office (ICO), and run by the Direct Marketing Association (DMA). Like the Do Not Call lists of the US and Canada, resubmitting or renewing a number already on the list is not necessary. Unlike other countries, the TPS prohibits charities, voluntary organizations, and political parties from making calls to numbers on the TPS with prior consent to do so. However, exceptions do exist for debt collectors. They are not required to screen the numbers that they call through the TPS. This guy sent me a message to buy my lens I advertised on Kijiji just a few hours ago. This was the second message of this kind I received tonight so I cut him short so I don't have his long story on how I will make money with him. My ad was sent in Quebec province and in french, so there is no way he was serious with an area code of 602. Please, try to get rid of these scammer. Many thanks !
I'm living in Trois-Rivieres, Canada, I just put an ad 3 hours ago for a Nikon lens at 200$cd. This guy sent me a message paying for the 200$ plus a 150$ postage fee to send it oversea supposedly for his son's birthday. He was insisting to have my paypal account number. I told him I did'nt buy his story and turned him down. For shure, this guy is a con artist.
I am on a do not call list and this phone number called me on 4/28/2017. They didn't say who they were, what they wanted or anything. They said my name and my husband said no this is her husband. They didn't say anything else so my husband hung up.
Woman called me and asked for someone besides me. I told her she had the wrong number. She said, "Well maybe you can help me." and then launched into a sales pitch to send me information to solicit a donation for cancer research. Interesting tactic to avoid saying she did not call my do-not-call-listed number on purpose.

Caller name: Mrs Morris
left a similar message about calling in ref to the charges and reduced supply cost benefit on my electric account. HAHA! I DON'T HAVE ONE! and she uses the same reference number guys #0100514 BUT gives a new call back number for me 717-775-6479 I blocked the call.
I just called United Health Care, my insurance, and they said, no, it was not any of their numbers. They do have a My Advocate and gave me the number, which is 866-865-3851. Also, she tried the 651-222-9257 number and it said that it was 'State Farm office closed.' I've been to lots of look up number sites and lots of people say the caller identified themselves as from United Health Care Advocate. This was the first State Farm response. I think the number is a telemarketer or hacker. I find that there are a lot of messages on who called type sites, that say it is the United Health Care site and legit, to take the call. I think those messages are the scammers leaving them. This number is not legit.
Caller name: Darren Jones Franklin County, Mo Collections Dept
Caller said that I owed money for fraudulent checks written by a family member using my information. No checks were written as the family member does not use checks, i.e. debit cards only. Threaten me with an arrest warrant. It doesn't work that way in Missouri.
This is a scam call.
Asked me if I made a paypal payment to Joan Martin in CA yesterday using my paypal account. I haven't used paypal for years and wouldn't even know how to figure out my account.
Couldn't hardly understand him but he said that he thinks that it is fraud. Said I'd have to ask my husband first if he made a payment. He told me that he would call back.
When I tried to call the number to see who answered, it didn't even ring anywhere.

I am getting 2 calls a day, for the past 3 weeks.
I have no friends or relatives in PA so would not be calling there.
this is not a fax machine, unless they are now silent.
I have used the National Reservation line to make reservations at a campground in IN (Versailles State [or National] campground).
I have tried calling this number but the message says it is not set up for taking phone calls. I am due to go on vacation (hence the reservations) and will be going through Canada, and I do not want the phone bill of them calling me while in a foreign country.

Caller name: Does not leave a name; only phone number
I have received several calls from this number but I have not answered. A computerized message is left that begins mid-sentence stating " you must get back to us in order to avoid legal action..."
I am not facing in legal actions or complaints, I have never been to Dallas Texas (where call is coming from) & believe this to be a scam.

Caller name: Kevin Williams
A man named Kevin Williams just called my dad stating that he had 3 allegations against him and he was about to have an arrest warrant issued to him. He needed to call that number because it was a time critical situation. The call never actually came through, he only received a voicemail from this guy who was supposedly from Criminal Justice Legal Law Services. I told him to not call that number. Too weird.

Caller name: Derma Folia Renewal Anti-Aging Serum
This company has been calling me for a few weeks now. This was the second time today. They use a lot of numbers including
and others. When asked to take my number off my list, I was informed "no" when they called a second time, they told me to "expect more calls coming"
734-648-6061 call is not welcome here. We usually let answering machine handle phone calls to scan. Calls from this number simply clutters the messages. The man just left a message that said, "... [not understandable mumble] can you hear me OK?" I am wondering if this is one of those who engages in soliciting elderlies for his benefit.
Caller name: JUST SAYS MICHIGAN CALL

Got a call from this number wanting to sell me affordable health insurance. It was a recording. This number calls several times a day. Sometimes they hang up when I answer and the rest of the time, no one will be on the line to talk back. I called the number back to ask them to stop calling and the phone just rings. I consider this to be harassment!!
Caller name: ?
This number has been calling me regularly, I typically don't answer if I don't recognize the call. I answered today, they asked for someone, I said wrong number. They asked if I could hear them, & I said yes. I hope this isn't one of those scams, based on the other messages regarding this number, I think it might be.
On a schedule this number is calling my phone line. There is no option to unsubscribe, talk to someone to remove me. It's just keep calling. Amazing that a private citizen does not have a recourse to this intrusion!!!!!
