Caller name: claimed to be Visa Mastercard
Automated call started with "This is not a solicitation call. Hi, I'm Lisa calling from Visa Mastercard. We have been monitoring your credit card history and want to congratulate you. You are qualified for a lower interest rate!". I selected "Yes I want to talk more about this" and was immediately transferred to a man with a middle eastern accent asking how much I owe on my visa card. I told him I don't owe anything, I pay my cards off when I get the bill. And why doesn't Visa automatically just change my rate, why do I have to talk to someone to decrease that. He asked why I called him if I don't owe any money, and I told him that HE called ME. Then he disconnected like a coward.

They have been monitoring my credit cards and want to offer me a 0% card. Do not want and they have NO business accessing my credit info if they truly doing it.
They did give the option to press 3 if not interested or if I have already contacted them.
Wonder if they will call again. Probably from a different #.

This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further by playing a recorded message without an operator on the line. They fail to provide a physical address and phone number when asked, and continue calling even after being asked to have the number removed from their list. Their recording states that the victim is eligible for 0% interest rates on their current credit cards, but the operator has no information about the victim's cards or credit. This is clearly a scam. Do not provide this scammer with any financial information.

Automated call, pretty much like described in above comments. I opted to speak to a real person, notifying him of being on the DNC list and again requested my number not be called. Received 15-20 calls over the last month or so - despite repeated requests to quit calling.
