This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further by playing a recorded message without an operator on the line to stop the recording. When you do get to an operator, they still further violate the TCPA by refusing to provide a physical address and a non-toll-free phone number when asked. Their recording states that the victim has been qualified, based on the caller monitoring their credit card history, for interest rate reductions on or just forgiveness of their credit card debt. However, as the operator clearly does not know anything about the victim's credit cart usage or status, this is clearly a scam.
