When answered, it is an agency to lower credit card rates. I selected to talk to an agent, and when I asked the company's name they hung up. The Caller ID listed a nonsense ID of V08201145560024. When I dialed the phone number back it when straight to a do not call list, which appears to be phony, because it added a number to their list when I did not enter one.

I used to think these folks were telemarketers, but "fraudster" seems more appropriate due to their unscrupulous tactics! (calling from numerous numbers, calling repeatedly, ignoring do not call requests, hanging up on return callers if don't like the questions). Even if their "lower interest rate" on credit card service was wanted, wouldn't buy from them!! Always recording is from "charming Rachel." I've read that the FCC knows about them and who they are, but no "action" to stop them yet.
I totaly agree with everyone on here and since is says that it is exchange 474 managed by Level 3 communitations I looked up there company and every day I am going to call them and bug them like they keep doing to everyone else. If they are the ones managing the number then they are going to be the ones to get calls Here is the corp number you can call 1-877-2LEVEL3 I know I will be calling them everyday till it stops i hope everyone that is having the same problem with them will do the same so the calls will stop

I have blocked no fewer than three numbers from these "Lower Your Interest Rate" morons in the past several days. I block one number, they call from another. What really scares me is that these same scammers start calling me immediately after I open any new credit card account. I have 0% credit cards! How much lower does it go? Regardless, I DO NOT WANT TO TALK TO THESE PEOPLE!! Why doesn't the FCC find them and shut them down? Forget Do Not Call Registry. This only works for LEGITIMATE businesses who obey the law.

These people will just change their number and it usually is a person called Rachel.Time to rid the world of this kind of trash
