This number left msg that I won a $1000 Target gift card. I presume this is a fraudulent msg

The was 214-281-0992 that sent my text message. This the second text I have recieved from someone I don't know in the pass two weeks. Saying I won something I wish we could block these text and how do they get our number. This text said I won a $1,000 Target gift card.

Text came from 213-280-9286. Stated i had won $1,000 from Target. I do not want these types of texts coming to my cell phone. Please let me know what else i can do to stop it.
