Recording of female voice stating this is "2nd and final notice" concerning reducing credit card debt/interest rate as part of the government "financial stimulus" program. Exact same recording which have heard on several other calls from same city for the last 6 months at least. I block numbers and they call using another number.

Offers to lower credit card debt. If you asked to be removed they hang up. I suspect something illegal, because most legitimate companies offer a way to be removed from the calling list.

The number 616-613-2228 has come up a few times on my caller ID with the name 'Bank Card Services'. My concern was it could be one of my credit card companies calling to verify if a purchase on my card, which they've done in the past. So next time they called I answered and got the recorded message about a 2nd and final notice to lower interest rates on my card. I pressed 1 as instructed because I wasn't sure it this was legit. I asked the caller the name of the company and he said 'card services'. I said I wanted to know if this call was from my credit card company. He said something like 'On your credit card statements you'll see Card Services' apparantly trying to make it look as if they may be affiliated some how with legit credit card companies. He twice asked me if my iinterest rates were over about 12%. I told him I didn't feel comfortable answering questions because I don't know who he is and they can send me something in the mail if they want to. As I was speaking he said 'alright' twice and then hung up.
Please warn others, this is clearly a scam.

I always press 1 to speak to an agent and tell them that I AM NOT interested in anything they have to say and to please remove my number from their call list. I have done this many times and yet still receive calls. My phone number is also on the national "do not call" registry. They are very rude and hang up on you in the middle of what you are saying even when you try to be nice. I gave up on the nice...

Same as other comments. recorded credit message then press 1 to speak to someone. I did just to find out who they are. When they answered and I asked, they hung up on me. I report all calls like this to the FCC and the national Do Not Call registry using their online forms:

This is the continuation of 'Rachael' of Credit Card Services. If you get through and asked to be taken off the list, they swear and hang up. It calls every couple of days.
Why doesn't the NSA track down these shysters and put them on the 6:00 news!

I got a call from 616-613-2228 at about 10 EDT today. Since I did not see it until 3 hours later, I did not speak with the caller. However, when I returned the call which said it was in Zeeland MI, I kept hearing messages to the effect that this call was being rerouted, is in the process of being rerouted, the rerouting is complete, etc. I hung up after that.

These people are tying to find someone stupid enough to give their personal information to a stranger in hopes of getting a lower interest rate. It doesn't do any good to complain about these calls to the FCC. Even if the FCC were to do something about it, the penalties are not harsh enough to make them stop. They use a technique called "switch number" which is for phone hobbyists. I don't know what a phone hobbyist is, do you? The only way to make them stop is for Congress to pass a law making this 'switch number' technique illegal with penalties that will get their attention. Write to your Congressman and complain EVERY TIME you get one of these calls. Congress is not doing anything else these days, they may as well get us out of this h**l.

These people call frequently with the above-mentioned message about lowering my interest rates. I don't have a credit card, so I knew it was a scam. I've asked them repeatedly to stop calling, but they just hang up abruptly. I am also on the Do Not Call list.

They are criminals!! So no, they won't abide by the Do Not Call list because that would mean obeying the law.

Remember for every 100 calls they make, they probably get 2-3 stupid people who give out their credit card info. That's enough to keep them in business, and they keep trying.

Blocking the number also doesn't help because they'll just keep switching numbers. There is an endless supply of numbers available to them.

Write your congressman and get caller ID.

This number calls all the time and I call them and they just hang up. I asked them to remove my number and he just hung up on me. This ought to be against FCC or FTC regs or something. Quite annoying!

This company calls numbers on the do not call registry without authorization or a pre-existing relationship (which is illegal). They then play a recorded message without an operator on the line (which is also illegal). The recorded message is clearly a scam claiming (falsely) that this is the second (not second) and final (not final) notice that you are eligible for a credit card rate reduction. When you get through to an operator, the operator refuses to provide a phone number (they are required by law to provide this when asked), and if you ask for a physical address (also required by law) they hang up on you. If their illegal pre-recorded message does not clearly indicate that this is a scam, their refusal to provide basic contact information definitely proves them to be a scam...
